OFC Drives SIFF’s Transformation Towards Professionalisation

The Oceania Football Confederation (OFC) continues to accelerate its mission of transforming Member Associations (MAs) into high-performing football organisations. A recent visit to the Solomon Islands Football Federation (SIFF) has reinforced this commitment, setting the stage for SIFF’s professionalisation and long-term growth.

OFC’s Chief Operating Officer, Frederic Guillemont, and Head of MA Services, Flavia Lopes, recently travelled to Honiara to conduct an in-depth organizational review and leadership workshop with SIFF executives and staff. This initiative aligns with OFC’s broader goal of strengthening MAs through capacity-building, leadership development, operational efficiency, and strategic planning.

With SIFF undergoing tremendous growth, this visit came at a crucial moment. The Federation is focusing on professionalising both on and off the pitch, gearing up for the launch of the OFC Professional League, a game-changing milestone for football in the region.

"The collaboration between SIFF and OFC is helping us define our football identity—our values, strengths, potential, and areas for improvement," said SIFF President Donald Marahare.
"We now have a clear vision of our next steps to elevate the Federation to new heights."

According to Lopes, the workshop generated an overwhelmingly positive response, with SIFF leadership eager to refine their internal structures and operational strategies.

A key outcome of the visit was the development of a strategic action plan outlining priority areas for SIFF’s continued evolution into a high-performance football institution.

“This collaboration is a critical step in our commitment to strengthening football management across Oceania," said Guillemont.
"With the right structures in place, SIFF will continue to grow both on and off the pitch. Our role at OFC is to build capacity in football management and leadership while providing the resources needed for long-term success.”

Your Role:

As Head of Football Development, you will lead the implementation of OFC Football Development Programmes, ensuring alignment with the OFC Football Development Strategic Plan (2019-2026). You will oversee player, coach, and stakeholder programs across women’s football, futsal, and beach soccer while building strong relationships with member associations, FIFA, and regional football bodies.

Key Responsibilities:

✔ Lead Football Development Programmes – Oversee initiatives in player & coach development, ensuring compliance with the OFC Football Development Strategic Plan.
✔ Manage Stakeholder Relations – Collaborate with Member Associations, FIFA, and other key stakeholders.
✔ Supervise a High-Performing Team – Oversee Player Development Officers, Women’s Football Development Officers, Futsal/Beach Soccer Officers, and consultants.
✔ Enhance Football Pathways – Ensure players and coaches progress through development programs and gain professional development opportunities.
✔ Provide Strategic Reports – Deliver detailed reports to the OFC Chief of Football, outlining key activities, challenges, and future plans.

Key Qualifications & Skills:

Football Coaching Qualifications – A License (or equivalent) or relevant tertiary qualification.
✅ Extensive Football Knowledge – Practical experience in football playing, coaching, and FIFA/OFC structures.
✅ Strong Leadership & Project Management – Proven ability to manage teams and drive successful programs.
✅ Communication & Relationship Management – Ability to collaborate with diverse stakeholders.
✅ Fluency in English & French is a plus.
✅ Tech-Savvy – Proficient in MS Office & relevant software tools.
